About the Transit Plan Update
The City of Woodburn recently completed a comprehensive Transit Plan Update Study. The study was led by Public Works Transit Division staff working with Nelson\Nygaard Consulting Associates. The study included an assessment of the existing Woodburn Transit System and a public outreach to better understand community needs. The Transit Plan Update makes recommendations for transit service improvement as the community grows over the next 20 years. The plan is supplemental to the City’s Transportation System Plan (TSP), which lays the groundwork for a safe, efficient, and multi-modal transportation network.

There are three main components of the Transit Plan:
- Feasibility Study. This component of the plan evaluated the existing transit services to determine where and what type of transit service is feasible in Woodburn. Investments in transit service in the community must be financially sustainable and consistent with land use and other community goals, such as reducing the dependency on single occupant vehicles.
- Flexible Transit Plan. The plan provides “flexibility” providing the City with options to respond to community growth and change over the 20-year planning horizon. The flexible transit plan also offers guidance on where investments in transit should be made over the long term in terms of infrastructure, connectivity to transit services and ADA compliance.
- Community Involvement. The determination of transit feasibility is more than a technical decision. As such, community values played a key role in the development of the plan. Proactively soliciting community involvement helped determine where gaps in the existing system exist, identify how to best incorporate transit into the community and build community support for the plan.
