Capt. Tom Tennant
End of Watch - December 12, 2008
Capt. Tennant, 51, started as a police officer with the
Woodburn Police Department on Sept. 8, 1980. He was promoted to Captain on
Nov. 1, 2004. Capt. Tennant served as the administrative captain, overseeing
both the Investigation and Records Divisions. He has also served as a patrol
sergeant, detective sergeant and is a graduate of the FBI National Academy. Capt. Tennant
died in a bomb explosion at the the West Coast Bank in Woodburn while assisting the Oregon State Police.
Also killed in the incident was Oregon State Police Senior Trooper William "Bill" Hakim.
Today I raise the flag
And I watch it unfold
It is to honor my country
That I raise it so bold
Then I lower it half way
Because another Officer has died
For our Citizens, our America
And for our way of life
Let us not forget, the ones that pass
Those that died, for our way, so brave
With Honor and Valor they went
With Courage and Duty they gave.

West Coast Bank Memorial
On Tuesday, May 26, 2009, a beautiful Memorial was unveiled at the West Coast Bank, 2540 Newberg Hwy, Woodburn, Oregon
in honor of three Police Officers.
Oregon State Police bomb technician Senior Trooper William Hakim and Woodburn Police Captain Tom Tennant died in the line
of duty December 12, 2008, when an explosive device detonated at the West Coast Bank, Newberg Hwy in Woodburn. Police
Chief Scott Russell was seriously injured in the blast. Their sacrifice and service was honored during the unveiling of
the memorial at the West Coast Bank. This Memorial, design and built by Woodburn Resident Don Sprague, is a permanent structure reminding
everyone of their sacrifice in keeping the citizens of Woodburn safe.
The City of Woodburn wishes to thank all of those that made this memorial a part of Woodburn and their work is greatly
appreciated. Additionally, the City of Woodburn would like to express their thanks and gratitude to those that took the
time from their busy morning to stop and be part of the unveiling or as you slowly drove by and waved. Your continued
support of the City of Woodburn has not gone unnoticed.
