Welcome to the Economic & Development Services Department Home Page. I’m Jim Hendryx, Woodburn’s Economic & Development Services Director.
Previously, I was the Community Development Director for the cities of Redmond and Tigard, Oregon. Our Department establishes and administers
development guidelines and standards that maintain and enhance the livability of our city. The Economic & Development Services Department
also monitors the Housing Rehabilitation Program and coordinates the functions of the Building Division.
The Economic & Development Services Department is open from 8:00 a.m. to 5:00 p.m, Monday through Friday (except Federal Holidays) and is located
in Room 5 at City Hall, 270 Montgomery Street, Woodburn OR 97071. If you have any questions that are not answered on this site, feel free

Woodburn Enterprise Zone
The Woodburn Enterprise Zone incentive program encourages economic development by waiving property taxes on declared investments for eligible businesses
for three years. The property tax waiver may be extended to five years if the qualifying company creates jobs compensated at 150% of Marion County’s annual wage.
